FirstNet’s mission is to ensure the building, deployment and operation of the first high-speed, nationwide wireless broadband network dedicated to public safety. This network will provide a single interoperable platform for emergency and daily public safety communications.
Request for Proposal (RFP) on the Federal Business Opportunities (FBO) website under Notice - D15PS00295E. This RFP is being issued by the Department of the Interior, Interior Business Center, Acquisition Services Directorate on behalf of the Department of Commerce, National Telecommunications and Information Administration (NTIA), First Responder Network Authority (FirstNet). This particular contract will provide for a single interoperable Nationwide Public Safety Broadband Network (NPSBN) as specified in Section C, Statement of Objectives (SOO), and the associated Section J attachments. This RFP is issued in accordance with Federal Acquisition Regulation Part 15 (Contracting by Negotiation) as a full and open competition.
The Offeror shall furnish a comprehensive solution to meet the objectives as stated in the SOO and associated Section J attachments to include all personnel, materials, services, facilities, management, and other resources necessary to perform the objectives as set forth in the resultant contract. The comprehensive solution shall be described in a Performance Work Statement and Quality Assurance Surveillance Plan as a result of this RFP.
The anticipated contract resulting from this RFP will be a single award Indefinite-Delivery-Indefinite-Quantity with fixed price payments to the FirstNet by the Contractor for each of the 56 states and territories resulting from this solicitation.
If interested in this acquisition, please participate in accordance with the instructions contained in the attached solicitation. Offerors will not be reimbursed for any costs incurred in developing their submission in response to this RFP.
FirstNet is no longer accepting requests from vendors for one-on-one meetings relative to the NPSBN or the associated RFP. Vendors who are interested in meeting with FirstNet regarding any matter other than the NPSBN acquisition should complete the Vendor Meeting Request Form and submit it to FirstNetIndustryLiaison@firstnet.gov . Any meeting requests will be evaluated and screened to ensure the topics of discussion are acceptable. FirstNet reserves the right to request additional information and/or clarification on the submission in order to make a determination regarding sessions and potential participants. FirstNet will determine whether to accept or defer the meeting request and will respond to the requestor within a reasonable timeframe.
As a courtesy, FirstNet will maintain a list of those vendors that are interested in subcontracting and partnering opportunities with other potential offerors. This information will be made available to all potential offerors via posting through the FirstNet website and on the Federal Business Opportunity site (www.fbo.gov). An offeror is not required to be listed on the teaming list in order to submit a proposal to any resultant RFP. Being included on this list is optional and solely intended to be an avenue to facilitate potential subcontracting and partnering opportunities. FirstNet accepts no liability for any resultant outcomes.
